From the Publisher This report presents evaluation results of the Learn and Serve America, Higher Education (LSAHE) initiative, sponsored by the Corporation for National and Community Service (CNS). CNS is an independent federal agency that operates AmeriCorps, the National Senior Service Corps, VISTA, ACTION, and Learn and Serve America, among other programs. Learn and Serve America aims to incorporate community service into academic learning in both K-12 education and higher education.This report addresses impacts of LSAHE on students, communities, and higher education institutions and is based on three years of data collection and observation conducted by RAND from Fiscal 1995 through Fiscal 1997.This report serves three audiences. First, the findings offer feedback that can help CNS plan for the future of LSAHE. Second, national policymakers may find the results relevant to decisionmaking about future federal support for LSAHE. Third, higher education administrators and practitioners may find the report useful for program and policy development at the campus level. About the Author Elizabeth H. Ondaatje (Masters of Phil, Cambridge University) is a policy analyst at RAND. Research interests include innovative program evaluation, strategic planning and performance measurement, military noncombat activities, service-learning, community service, youth development, and evolution of a common European foreign and defense policy. Tessa Kaganoff (Duke University, Durham, NC, Master of Arts in Public Policy) is a researcher at RAND focused on education policy. DANIEL MCCAFFREY (Ph.D., Statistics, North Carolina State University)is a Statistician at RAND. F. STEPHEN LARRABEE (Ph.D., Political Science, Columbia University) is a Senior Staff Member at RAND, Washington, D.C. Ron D. Fricker, Jr. (Doctor of Philosophy in Statistics, Yale University) is a researcher at RAND interested in statistical process control, quality control, military manpower and logistics, and warfare modeling. Sandy Geschwind (PhD, Yale University School of Medicine) is an environmental epidemiologist at RAND with the Health, Education, and Welfare unit. CHARLES A. GOLDMAN (PhD, Stanford University, Graduate School of Business-Economic Analysis and Policy) is an Economist at RAND and a professor of economics at the RAND Graduate School in Santa Monica, California. NANCY F. CAMPBELL (B.A. in Psychology, University of California, Los Angeles) is a senior programmer analyst at RAND.
